Is Empty checks one context variable and continues on true when there is nothing useful in it: missing, null, empty text, an empty list, or an object with no keys. Other values (including 0 and false) take false.
Use Is Not Empty for the inverse. Use Is Null if only missing/null should match. Use Is Falsy if 0 and false should also take true.

Use case
